Modernizing NCSES Data Collection Approaches

Our aim is to help NCSES modernize their data collection strategies in its role as a clearinghouse for the collection, interpretation, and analysis of data on scientific and engineering resources. Inspired by the Foundations of Evidence-Based Policymaking Act of 2018 and the U.S. Federal Data Strategy, our overall approach is to always first consider available administrative data sources, and to help NCSES design an agile survey instrument that can augment existing administrative (or other) data sources in an efficient and timely fashion with background information, details, and relevant context to interpret the administrative data. Our research program addresses two of the four BAA priority areas:

1) Development of methods and technologies for condensing ongoing longitudinal surveys to reduce respondent burden, and cost-efficient identification of cases where data collection protocols could be modified or even stopped (Sections 2A and 2B).

2) Split questionnaire design, which we suggest to modify towards the development of methods and technologies for reducing respondent burden based on modular survey design and the use of smartphone applications (Section 2C).
